The answer is in the video below. A man tries to save a dog who is trapped at the side of the creek. The man climbs over the bridge railings to stand on the top of the tower foundation. From the platform of the foundation, he tries to climb down. Then he goes towards the dog and carries him to back to the foot of the bridge. Then, another man helps him carry the dog back to the deck of the bridge.
